Pipeline change prompt leaves the asset picker window unresponsive after clicking cancel
Steps to reproduce:
1. Create a new project with URP (use the URP 3D project template)
2. Go to Edit>Project Settings>Graphics
3. Click on the Default Rendering Pipeline picker to open it
4. Change to any other Pipeline Asset (or None)
5. Click Cancel
6. Try to select any other option in the same asset selection window
Expected result: another asset can be chosen after clicking Cancel
Actual result: the asset picker window appears to be frozen with the only option to close it
Reproducible with: 2023.2.0a13, 2023.2.0b9, 2023.3.0a5
Not reproducible with: 2023.1.012f1, 2023.2.0a12
