Physics.IgnoreCollision method does not work when used on a disabled GameObject
Reproduction steps:
1. Open the attached "ReproProj" project
2. Open the "Assets/Scenes/SampleScene" scene
3. Enter the Play mode
4. Press on the "Disable Collisions" button
5. Press on the "Toggle Sphere Active" button
6. Observe the results
Expected Result: The sphere falls through
Actual Result: The sphere does not fall through

Not reproducible with: 2021.3.38f1, 2022.3.29f1, 2023.3.0a18
Reproducible on: Windows 11 Pro
Not reproducible on: No other environments tested
