[Performance] Spikes / slow down observed in 18.3
A significant performance slowdown in ParticleSystem.WaitForPreviousRenderingToFinish in 2018.3
Repro steps:
1. Open the 08_NoiseModule scene from the [Particle] FTP project
2. Ensure VSync is turned off in the Quality settings
3. Open the profiler
4. Press play
5. Observe the slowdown (screenshot attached)
Notes:
- Does not happen in 2018.2.0f2
