Performance spike first time hovering mouse over UI field, button, etc
Steps to reproduce:
1. Open attached project
2. Open Profiler
3. Press play
4. Hover mouse over the UI element
-Performance spike in profiler
Note: Spike only appears the first time UI element is hovered.
Expected result: Hovering over UI elements performance should be consistent.
Actual result: First time mouse is hovered over the UI element performance spike happens.
Reproduced with: 2017.4.1f1, 2018.1.8f1, 2018.2.0f2, 2018.3.0a4, 2018.3.0a5, 2018.3.0a6(trunk)
