Performance degrades, constant loading, and errors are thrown when Adaptive Performance Simulator is selected in HDRP project
How to reproduce:
1. Create a new HDRP project
2. Install Adaptive Performance Package
3. Open the Project Settings (Edit->Project Settings...)
4. On the left select Adaptive Performance->Simulator
Expected results: No reload
Actual results: Constant reloading, performance degrades slightly, "Saving Prefab to immutable folder is not allowed" error might be spammed
Reproducible with: 4.0.0-pre.1 (2021.2.0b2, 2021.2.6f1, 2022.1.0b2)
Not reproducible with: 2.2.1 (2019.4.34f1, 2020.3.24f1), 4.0.0-pre.1 (2021.2.0b1)
Note:
- Only reproducible on project which is using HDRP

Also happening in 2021.2.8f1 when any adaptive performance window in project settings is open
