[Editor][Windows] Custom window querying Mouse position freezes when Game view window is visible.

Repro:
1. Download attached project
2. Open custom window: Window -> PenWindow
3. Move mouse around and observe the window
4. Bring Game view window out, and move mouse around or change the size of the custom window
Actual: Custom window querying mouse position becomes unresponsive when Game view window is visible
Note: The issue doesn't happen to Pen.
