Paused VR game steps frames when refocusing the game window
Steps to reproduce:
1. Download and open the attached project
2. Enter Play mode
3. Drag the game window out of the editor
4. Pause the playmode
5. Click in the game window or move mouse in and out
Expected result: nothing happens since play mode is paused
Actual result: game steps forward a frame
