Paused/stopped particle systems are being calculated and using cpu on the camera.render process
How to reproduce:
1. Open attached project "ParticleSystemTest.zip"
2. Enter Play mode
3. Open Profiler window
4. Change view type from Timeline to Raw Hierarchy
5. Search for camera.render process
6. Observe the Total percentage
Expected result: the percentage is low (~0-5%)
Actual result: the percentage is high (~15-20%)
Reproducible with: 2018.4.17f1, 2019.2.21f1, 2019.3.0a11
Not reproducible with: 2019.3.0a12, 2019.3.1f1, 2020.1.0a23
Could not test with: 2017.4.37f1 (c# syntax errors are thrown)
