Pass.CompileVariant API doesn't filter keywords for a given pass
1. Install https://github.com/needle-tools/shader-variant-explorer package via Packman
2. Create a new surface shader
3. Open the new shader in the shader variant explorer
4. Compile it with DIRECTIONAL_COOKIE
Observe errors from some passes that don't have the given keyword.
