ParticleSystem glitching/stretching in the build when enabling/disabling particles and manually rendering at WaitForEndOfFrame
Steps to reproduce:
1. Open user attached project (particleGlitches)
2. Build and run the game on PC or Mac platform
3. Notice the glitchy stretched lines appearing from particles
Expected result: enabling/disabling particles and manually rendering at WaitForEndOfFrame should not cause glitching side effects
Reproduced in: 2017.3.0a1, 2017.2.0b4, 2017.1.0p1, 5.6.2p4, 5.5.4p2, 5.5.0p3
Not reproduced in: 5.5.0p2, 5.4.5p4
Regression since: 5.5.0p3
Reproduced on macOS 10.12.4 and Windows 10
