Particles with Standard surface shader change opacity when observing it from different angles in Scene View
To reproduce:
1. Open any project
2. Create particle system with Standard Surface shader or any particle shaders (except Unlit) for Lightweight
3. Rotate the Scene view camera around
Expected: particles are not affected by camera angle as billboard always faces the camera
Actual: particles are affected by the Scene view camera angles
Reproduced in: 2017.4.10f1, 108.1.9f2, 2018.2.6f1, 2018.3.0a10

Note: LWRP particle shaders are also affected (except unlit)
