Particles scale is smaller than normal when render mode is set to Horizontal/Vertical Billboard
How to reproduce:
1. Open attached project "BillboardError.zip" and scene "SampleScene"
2. Enter Play mode
3. In Game View, observe three columns of grass (Vertical Billboard, Horizontal Billboard, Billboard)
Expected result: all particles are the same size
Actual result: Vertical/Horizontal Billboard particle size is about 20% smaller
Reproducible with: 2017.1.4fp1, 2017.2.3p1, 2017.4.5f1, 2018.1.4f1, 2018.2.0b7, 2018.3.0a1
