Particles flicker when GPU Mesh Instancing and Graphics jobs are enabled
To reproduce:
1. Open the attached project (ParticleInstancingTest.zip)
2. Build and Run for PC Standalone
3. Observe the particle flickering
Expected: particles should not flicker
Reproduced in 2018.1.9f2, 2018.2.5f1, 2018.2.10f1, 2018.3.0a1
Did not reproduce in 2018.3.0a2, 2018.3.0b4, 2019.1.0a2
Not reproducible in 2018.3.0a2
