[2017.2, 2017.3] Particles are not emitted in editor mode when using Rate over Distance
To reproduce:
1. Open project
2. Open 'ParticleBug' scene
3. Try to drag 'Particle system' gameObject through scene
Expected vs Actual: particles should be emitted
Note: In play mode particles are emitted as expected
Reproduced: 2017.2.0b2, 2017.2.0p1, 2017.3.0b9
Not reproducible: 5.6.3p4, 2017.1.2p1, 2018.1.0a4

I am getting the same issue. If I play the scene, particles are emitted, but not in normal scene view!
Issue is in V. 2017.2 and 2017.3.1f1

Getting this in 2017.3.0b4 as well, but doesn't work in play mode either.
