Particles are not distributed evenly when Shape is set to Cone and Cone's Angle is above 70 degrees
How to reproduce:
1. Open the user's attached "ShurikenBugs.zip" project
2. Open the "SampleScene" Scene
3. Select the "Particle System" GameObject in the Hierarchy window
4. Observe the Particles in the Scene view
Expected result: Particles are distributed evenly
Actual result: Particles are not distributed evenly
Reproducible with: 2018.4.32f1, 2019.4.22f1, 2020.3.1f1, 2021.1.0b12, 2021.2.0a9

Resolution Note:
Rightly or wrongly, when using the "Base" cone mode, we distribute evenly across the circular flat base of the cone, rather than across the spherical extent of the far side of the cone.
I think it could have negative consequences for some existing use cases if we were to change this behavior now.
