Particle systems spend processing time on collisions for unused layers
This causes heavy CPU usage when there are many gameobjects in the scene
Steps to reproduce:
1. Download and open the attached project
2. Set "Snow Opt lit" Layer to "Particle Collision"
3. Open the Profiler window
4. Press play
5. Observe ParticleSystem.Update causing heavy loads
