Particle System velocity changes when Velocity over Lifetime Space is set to World
Reproduction steps:
1. Open the attached “Bug Report.zip“ project
2. Open “SampleScene” scene
3. Enter Play mode and observe the Game window
Expected result: Particle System velocity is consistent
Actual result: Particle System velocity changes as the transform rotation changes
Reproducible with: 2020.3.33f1
Reproduced on: Windows 10 (by the reporter)

Resolution Note:
After discussion with the user on the forums, I've decided there use case is quite specific, and we shouldn't try to add support for this via the built-in options.
i'm trying to figure out with them whether it can be done via scripting.
