Particle system Inherit Velocity is ignored when using Inherit Velocity module in Editor mode
To reproduce:
1. Open my attached project
2. In Hierarchy window, select Particle System
3. In Game View, drag the Particle System back and forth
Expected: Inherit Velocity is affecting the PS
Actual: Inherit Velocity module has no effect
Reproduced in: 2017.3.0a1, 2017.3.0p3, 2018.1.0a1
Not reproduced in: 2017.1.3f1, 2017.2.1p2, 2018.1.0a2
