Particle System flickers when using Noise and Render Mode is set to Stretched Billboards
Reproduction steps:
1. Open the attached project “ReproProject”
2. Open the “Assets/Scenes/SampleScene.unity“ scene
3. In the Hierarchy Window, select the “Particle System” GameObject
4. In the Scene View, enable Gizmos
5. Observe the Particle's behaviour
Expected result: No flickering of particles
Actual result: Particles flicker randomly
Reproducible with: 2022.1.0a11, 2022.3.17f1, 2023.2.6f1, 2023.3.0b3
Not reproducible with: 2021.3.34f1, 2022.1.0a10
Reproducible on: macOS (Intel), Windows 10 (by user), macOS (M1 Max) (by user)
Note: There are select frames where the rotation and size of some particles change suddenly and then later return to their expected rotation and size for most of their remaining lifetime.
