Particle System causes Game view to lag when used in a URP project
How to reproduce:
1. Open the user's attached project
2. Open scene Scenes/SampleScene
3. Press the Play button and observe the Game view
Expected result: the Game view runs smoothly without lagging or twitching
Actual result: the Game view is twitchy / lags
Reproducible with: 2021.1.22f1, 2021.1.26f1
Not reproducible with: 2019.4.32f1, 2020.3.22f1, 2021.1.21f1, 2021.1.27f1, 2021.1.28f1, 2021.2.2f1, 2022.1.0a15
Notes: the lag is less noticeable when the Scene view is visible simultaneously
