Particle system billboard particles are invisible when specific "3D Start Rotation" with "Random Between 2 Constants" is applied
How to reproduce:
1. Open attached project "ParticleSystemTest2019.1.zip" and scene "SampleScene"
2. In Hierarchy window, select "Particle System" object
3. In Inspector window, make sure that "Particle System" -> "3D Start Rotation" is enabled and Y axis min and max are 90
4. Observe Game View
Expected result: the particle system is visible
Actual result: the particle system is invisible, particles are "scaled down" to 0
