Particle Renderers do not batch properly when Property Blocks are set
To reproduce:
1. Open the user's attached project
2. Open the "Test" scene under Assets\Scenes
3. Play it and press the "Spawn Property Particles" button
Actual result: The Particles with Property Blocks are not batched together
Expected result: The Particles with property blocks are batched together just like the Quads with Property Blocks
