Particle Effect window is not interactive when Hand Tool is selected
How to reproduce:
1. Open the attached "case_1337490.zip" project and Scenes/SampleScene scene
2. Select the Hand Tool from the Toolbar
3. In the Hierarchy window, select Particle System
4. In the Scene view, Play or Stop the Particle Effect
Expected result: Particle Effect is played and stopped
Actual result: nothing changes
Reproducible with: 2021.1.0a3, 2021.1.10f1, 2021.2.0a16
Not reproducible with: 2018.4.35f1, 2019.4.28f1, 2020.3.11f1, 2021.1.0a2, 2021.2.0a17, 2021.2.0a20
