Partial Avatar Mask overrides full model base animation when Avatar Mask set in animation import settings
To reproduce, using Animation Import Settings:
1. Open user's attached project ("masktest54")
2. Select "Ethan" in the Hierarchy window
3. In the Animator window, set MaskLayer's strength to 1
4. Enter Play mode
- Full model animation masked
Using Avatar Mask asset:
5. Set "New Avatar Mask" asset in MaskLayer's settings field
6. Enter play mode
- Only selected model part animation is masked
Expected: Avatar Mask asset and Animation import's Mask option override only selected avatar parts
Actual: Animation import's Mask option overrides whole avatar independently on selected avatar parts
Reproduced with: 2018.3.1f1, 2019.1.0a12, 2019.3.4f1
Could not test for regression with 2017.4, because the project breaks.

Resolution Note:
Could not reproduce the issue, the Mask option override only selected avatar parts, as expected.
