Panels in Scene view don't respond to mouse input when Hand tool is selected
How to reproduce:
1. Open the attached project
2. Open "SampleScene" Scene
3. In the Hierarchy, press on "Particles" GameObject
4. Select the Hand tool from Toolbar (or just press Q hotkey on keyboard)
5. In the Particle Effect panel, which is located in the bottom right corner of the Scene view, click on any checkbox
Expected result: the checkbox parameter changes
Actual result: the checkbox parameter is not changed
Reproducible with: 2021.1.0a3, 2021.1.16f1, 2021.2.0a16
Not reproducible with: 2019.4.29f1, 2020.3.15f2, 2021.1.0a2, 2021.2.0a17, 2021.2.0b5, 2022.1.0a5
Notes:
- In Unity 2021.2.0a17 and later, Transform tools are located in the Scene view instead of Toolbar.
- Issue is reproducible not only with the Particle Effect panel but also with other similar panels that can appear in the Scene view
- Issue reproduces not only with checkboxes but anything that can be clicked on in the panel
