Paddings and margins appear in Play Mode using UI Document component when there are no paddings and margins in UI Builder
How to reproduce:
1. Open attached project "New Unity Project.zip"
2. Open "SampleScene" scene
3. Enter Play Mode
Expected result: There is padding and margins around the button
Actual result: There is no padding and margins around the button
Reproducible with - 1.0.0-preview.14 (2021.2.0a14)
Not reproducible with (package not supported, errors) - 2018.4, 2019.4, 2020.3, 2021.1

I think you might have flipped your expected and actual results.
I expect there should be _no_ paddings and margins around the button (both in UI Builder and Play Mode) because the * USS specifies such.
But the actual result is that there are paddings and margins (in Play Mode).
