Packman: Sections resizing function does not always work
Steps to reproduce:
- Open or create a project
- Go to "Window" ->"Package Manager"
- Try to resize different window sections (left - menu, middle - list view, right - details view)
- Observe when it works and when it does not work.
Expected result: Resizing should work if the mouse state indicates it on a smaller window and on a bigger window.
Actual result: Now seems it depends on the window size or something else. A mouse state shows that a user should be able to resize the window, a user tries to do it but nothing happens. Added a screenshot and videos in the "Attachments" section.
Reproducible with: 2023.2.0a2, 2023.2.0b2.
Not reproducible with: 2023.1.6f1, 2022.3.6f1, 2021.3.29f1.
