Packman reports disabled modules as enabled, invalidating conditional defines in packages
Reproduction steps:
1. Open "1141315" project
2. Open "Package Manager" -> "Built-in packages"
3. Disable "Physics2D"
Expected Result: Packages that have defined symbols in their assembly definition based on that module should have that symbol undefined
Actual Result: Errors in the Console
Reproduced with: 2019.1.1f1, 2019.1.0b3, 2019.1.0b2
Did not reproduce on: 2019.3.0a1. 2019.2.0a14, 2019.1.0b1, 2019.1.0a1, 2018.3.14f1
