Packman: Item order in the navigation bar needs update
Steps to reproduce:
# Open or create a project
# Go to "Window" ->"Package Manager"
# Observe the new navigation bar
Expected result: "My Assets" should be moved up, above the "Unity Registry" and space before the "Services" should be removed.
Actual result: Items are displayed in the wrong order and not needed spaces are visible. Added screenshot in the "Attachments" section.
Reproducible with: 2023.2.0a2, 2023.2.0a23
Not reproducible with: 2023.1.4f1, 2022.3.4f1, 2021.3.28f1 as these streams have old UI.
