Package manager window scroll wheel doesn't work
To reproduce:
1. Open any project
2. Open Window > Package Manager
3. Press All tab
4. Try to use scroll wheel on your mouse
Expected result: scroll wheel works as expected
Actual result: scroll wheel does not work
Reproduced on: 2018.2.0a7 2018.2.0b1
Not reproduced on: 2018.1.0f1 2018.2.0a6
MacOS 10.13.4 and Windows 10.
