Package manager window has broken UI with GUIUtility error
Steps to reproduce:
1. Create a new project
2. Open the package manager window
Result: broken layout, error in console:
Panel.PaintSubTree - Rotated clip-spaces are only supported by the VisualElement.ClippingOptions.ClipAndCacheContents mode. First offending Panel:'loadingSpinnerContainer'.
