Package Manager window does not expand when it's docked to a small width size window
How to reproduce:
1. Open the attached 'project-1269298.zip' project
2. Open the Package Manager window and undock it
3. Dock the Package Manager window to the Hierarchy window (make sure to dock it when only the tab tip is shown as showcased in the video)
Expected result: the Package Manager window expands
Actual result: the Package Manager window does not expand
Reproducible with: 2018.4.26f1, 2019.4.8f1, 2020.1.2f1, 2020.2.0a20
