Package Manager fails to start when launching Unity on Windows 7
Reproduction steps:
1. Launch Unity on Windows 7
Expected Result: Unity launches properly
Actual Result: Unity does not launch because the Package Manager fails to start
Error from the Package Manager diagnostic tool:
UPM health check (FAIL)
Start the UPM process and call its health endpoint
>> Server exited unexpectedly. Exit code: 216
Reproducible with: 2020.1.16f1, 2021.1.0a10
Note:
- Setting the environment variable NODE_SKIP_PLATFORM_CHECK to 1
- Reproduced on Windows 7
