Override Sample Rate does not work
To reproduce:
1. Create a new project
2. Download the attached .mp3 file (you can use any other mp3)
3. Import the file to the project
4. In the import settings, check "Override Sample Rate"
5. In the "Sample Rate" field enter any value and click apply
6. Notice that numbers in the "Preview" window does not change
7. Check "Optimize Sample Rate" and click apply
8. Notice that numbers have changed now.
