Overlay shader rendered before particle system if order in layer > 0
Steps to reproduce:
1. Open attached project
2. Open test scene
3. Observe that the object with overlay shader ir rendered before the particles
(Gif attached)
Expected result: overlay shader should not be affected
Actual result: object with the overlay shader is rendered behind the particles
Reproduced in: 2017.1.0b1, 5.6.0f3, 5.5.3f1, 5.4.4p4
