Overlay Menu selected overlays are not saved when switching between saved Presets
Steps to reproduce:
- Create a new Unity project using a 3D Universal Template
- In the Scene view, drag and dock the Overlay Menu so that it becomes expanded with checkmarks
- Click on the "Default" dropdown
- Select "Save Preset..."
- Create at least two Presets (e.g. "Test1" and "Test2")
- Switch to "Test2" and enable a few additional overlays in it
- Switch to "Test1"
- Switch back to "Test2" Preset
Actual results: Changes made in the 6th step are reverted
Expected results: Overlays enabled in the 6th step should remain enabled
Reproducible with versions: 2023.1.0a1, 6000.0.64f1, 6000.3.0f1, 6000.4.0b1, 6000.5.0a3

- This could be intended; however, it is quite unintuitive as there is no way to edit an existing Preset, only to overwrite it
- Additionally, switching from a saved preset or just clicking on the dropdown and selecting Default, always resets the current Overlay Menu setup and reverts all changes made to Overlays
- "Ctrl+S" has no effect either
