Overlay gets stuck to the cursor when hovering over its handle after dragging it and right-clicking outside of the Scene view
How to reproduce:
1. Create a new project
2. Detach one of the Scene view overlays
3. Drag the detached overlay far to the right from the Scene view (only the handle with two stripes should be visible in the Scene view)
4. While dragging press the right mouse button outside the Scene view
5. Hover with the mouse over the handle with two stripes
Expected result: The overlay doesn't stick to the mouse
Actual result: The overlay sticks to the mouse
Reproducible with: 2021.2.0a17, 2021.2.0b1
Cannot test with: 2018.4.36f1, 2019.4.28f1, 2020.3.13f1, 2021.1.13f1 (there are no overlays)
