Overlay Camera renders Post-processing Effects when "Post Processing" setting is turned off
Reproduction steps:
1. Open the attached "1409078.zip" project
2. Open the "SampleScene" Scene
3. See that the "Overlay Camera" GameObject has the "Post Processing" setting turned off (Inspector > Camera > Rendering)
4. Open the Game view window
5. Enable the "Overlay Camera" GameObject
6. Observe the Game view window
Expected result: Post-processing Effects are not rendered and the Game view does not have a yellow tint
Actual result: Post-processing Effects are rendered and the Game view has a yellow tint
Reproducible with: 7.7.1 (2019.4.36f1), 10.8.1 (2020.3.30f1), 12.1.5 (2021.2.14f1), 13.1.6 (2022.1.0b10), 14.0.0 (2022.2.0a7)
Note: Rendered Post-processing Effects can be seen in the Frame Debugger when the "Overlay Camera" GameObject is enabled
