UWP Build & Run picks the wrong instance of Visual Studio to build when there are multiple installed
How to reproduce:
1. Install Visual Studio 2022 with all the required components for UWP;
2. Install Visual Studio 2022 Preview without required components for UWP;
3. Build & Run any project to UWP from Unity
Expected results: Build is successful
Actual results: Build fails with errors
Reproducible with: 2019.4.38f1, 2020.3.34f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
