Output Particle HDRP Lit Decal is incorrectly rendered when it is set to World Space
How to reproduce:
1. Open the attached Project "WorldSpaceVFXDecalIssue-2022.3.4"
2. Load the Scene "VFX/World Space Visual Effect Example Scene"
3. Observe the middle of the Plane in the Scene View
4. If you are able to see the Visual Effect, move backward in the Scene View
Expected result: A Visual Effect can be seen on the Plane
Actual result: No Visual Effects can be seen on the Plane
Reproducible with: 2022.2.18f1, 2022.3.5f1, 2023.1.5f1
Not reproducible with: 2021.3.28f1, 2022.2.17f1
Could not test with: 2023.2.0b1 (Scene and Game View is completely gray)
Notes:
- Zooming in towards the "Decal Test" GameObject eventually starts showing the Visual Effect on the Plane
- Changing the System Space to Local renders the issue not reproducible and can be seen in the Scene "Local Space Visual Effect Example Scene" or by toggling the System Space in the Visual Effect Graph corresponding to the Scene

please attach the link for the base issue so we can track progress and vote. The search doesn't return any valid results for both issue ID or "HDRP Decals do not appear when the system is in World Space." phrase.
