Outline component does not draw the Outline Consistently around the Whole object when Image is used
How to reproduce:
1. Open the attached project named Case_1173095
2. Observe the Image in the Scene
Expected result: There is an outline around all of the edges of the Image
Actual result: The corners of the sprite are not covered
Reproducible with: 2017.4.31f1, 2018.4.5f1, 2019.1.13f1, 2019.2.0f1, 2019.3.0a11
