[OSX][Windows] A collection of bugs from GitHub fixed.

- HIDs on Mac losing their HID-specific device capabilities
- Mouse and pen support on Windows not surfacing all buttons
- Improper handle of fixed updates by retaining events across updates
- Invalid array accesses after unplugging HID on OSX

- Mouse delta reset code on OSX needs tweek
