\[BugReporter] Drop down menu field boundaries are missing when the window loses focus
To reproduce:
1. Create a new project
2. Open bug reporter
3. Lose bug reporter focus
4. Notice that drop-down menu fields boundaries at the top of bug reporter are missing
Reproduced: 2017.1.3f1, 2017.4.11f1, 2018.1.9f2, 2018.2.10f1, 2018.3.0b1, 2019.1.0a3
Not reproducible on OSX 10.13
