OS freezes when playing Build and if the QualitySettings.vSyncCount setting is set, and switching windows
How to reproduce:
1. Open the attached user project “Unity VSync Problem ReproProject.zip“
2. Build and Run the project (File>Build And Run)
3. Collapse the Build window or switch the Build window to another window
4. Wait for several seconds
Expected result: The OS doesn’t freeze
Actual result: The OS freezes
Reproducible with: 2020.3.46f1, 2021.3.21f1, 2022.2.11f1, 2023.1.0b8, 2023.2.0a5
Reproduced on: macOS 13.0.1 (Intel)
Note:
- Not reproducible on Windows 10
- Not reproducible on Apple Silicon
- There is a noticeable memory footprint increase once the application is backgrounded

I have found a possible related issue. On Unity 2022.3.21 and Unity 2022.3.22, when player build is minimized or offscreen the application looks unresponsive or stuck forever. (Mac OS 14.4 - Apple Silicon M2 Max)
