OS Background processes are launched in the desktop when changing to a custom Editor Layout with Project Settings window enabled
How to reproduce:
1. Download the two attached .wlt files from the "Layouts.zip"
2. Put these .wlt files in the "C:\Users\Username\AppData\Roaming\Unity\Editor-5.x\Preferences\Layouts\default" directory
3. Create and open a new Unity Project
4. Switch to 'ZX' Layout
Expected result: 'ZX' Editor layout will be rendered
Actual result: several background processes are opened
Reproducible with: 2019.3.0a8, 2019.3.0a10
Not reproducible with: 2017.4.30f1, 2018.4.5f1, 2019.2.0b10, 2019.3.0a7, 2019.3.0a11
Additional notes:
1. 'ZX_NoSettings' Layout does not contain the Project Settings window, and it opens without any errors
