[OpenXR] OpenXR settings are cleared after Editor is restarted
Steps to reproduce:
1. Open attached user's project "OpenXRSettingsNotEditable.zip"
2. Open Project Settings and select OpenXR under XR Plug-in Management
3. Remove the Eye Gaze Interaction Profile from the Enabled Interaction Profiles on both the Standalone and Android tabs
4. Check Application SpaceWarp under the Android OpenXR Feature Groups
5. Save the project
6. Exit the project
7. Re-open the project and look at the OpenXR settings
Expected results: when changing OpenXR settings and saving the change remains between editor runs
Actual results: the OpenXR settings changes that were made are lost
Reproducible with: OpenXR 1.16.0-pre.2 (6000.0.60f1, 6000.2.8f1, 6000.3.0b6, 6000.4.0a3)
Not reproducible with: OpenXR 1.16.0-pre.1 (6000.0.60f1, 6000.2.8f1, 6000.3.0b6, 6000.4.0a3)
Environment tested: Windows 11 24H2
