OpenWindow doesn't work if a layout has not been changed
1. Open the attached project
2. Try opening a window by Window -> TestWindow
3. Notice that the window was not opened
4. Change the current layout to any other
5. Try opening a window by Window -> TestWindow again
6. Now it works
