[OpenGL] [TerrainToolbox] Terrain Visualization shader does not render properly in when Graphics API is set to OpenGL
Repro Steps:
1. Launch Unity version 2021.1
2. Install the latest version of Terrain Tools (Found on 3.0.2-preview.3)
3. Set your project's Graphics API to OpenGL 3 or 2
4. Create a Terrain Object and paint some height onto it
5. Open up the Terrain Toolbox -> Terrain Visualization
6. Set Visualization Mode to Altitude Heightmap
