[Playables] OnStateEnter() and OnStateExit() are called multiple times when using Timeline with Control Track
Reproduction steps:
1. Open the user's attached project
2. Enter the Play mode
3. Observe the Console window
Expected result: OnStateEnter and OnStateExit messages appear once
Actual result: OnStateEnter and OnStateExit messages appear twice
Reproducible with: 2019.4.18f1, 2020.2.2f1, 2021.1.0b2
Not reproducible with: 2018.4.30f1 (could not downgrade)
