[iOS] OnPointerUp and OnDragEnd events work inconsistently or are ignored when switching the app to the background and back
How to reproduce:
1. Open the attached iPhoneX_UIEventIssue.zip
2. Go to Project window-> Scenes
3. Open the "Sample Scene" scene
4. Build for iOS and deploy the Xcode project to the iOS device
Expected: OnPointerUp, EndDrag, OnDrag, OnBeginDrag, OnPointerDown is triggered
Actual: Only OnDrag, OnBeginDrag, OnPointerDown is triggered
Reproducible with: 2017.4.27f1, 2018.3.14f1, 2018.4.1f1, 2019.1.4f1, 2019.2.0b3, 2019.3.0a4
